Bird wanted shelter?

Once, at Sime Forest, I saw an unknown bird seeking shelter at the ranger station.

Sorry for the bad image. The ranger station was very dark.

Why was it there? Do birds seek shelter like that?

    Ijust had a EUROPEAN STARLING get into my apartment the other day i manage to catch him and release him outside

    The WESTERN KINGBIRDS are using utility poles for the nesting i have seen them doing their mating behavior
